Packaging Recovery Notes (PRNs) and Packaging Export Recovery Notes (PERNs) are the only legal form of evidence that packaging waste has been recycled or recovered. They are issued by accredited reprocessors and exporters to compliance schemes and obligated producers so they can demonstrate they have met their recovery and recycling obligations. The UK operates a market based system of compliance, therefore PRN / PERN prices are a function of the supply-demand relationship. This ensures that costs to producers are minimized when the UK is on track to achieve the regulatory targets, but rise to offer increased subsidies to support recycling when recycling rates are too low.
